When you install the PAP-WP plugin, oftentimes there is an error in the header of the plugin.
I’m not sure Quality Unit is going to support this – but they might. I know the developer is friendly to work with but since he doesn’t make any money from the sale of the plugin, he can be slow to get the bugs worked out.
I have found the solution by opening up the individual files in the plugin folder and 1-by-1 installing them in the /plugins/pap folder – using only the files necessary. (Without going through the motions again, it’s hard for me to give specific instructions but I’ve used this twice before and it has worked.)
But the answer to your problem is in the header files of the plugin; generally not the API (although there was a bug fix with the API recently but if you say you’re using the most recent version, this should not effect you either way).
So try uploading only the plugin files you need to the wp /plugin/pap folder and hopefully this will take care of your issue.
