    How many users have you set it to show per page? Try changing it to 1.

    i’ve changed it but there are still no users displayed. only the number of pages has logically changed because of having so many users.

    Try deleting the “users” page, disabling the plugin, and re-enabling the plugin.

    No. An incorrect permalink structure would result in a 404 error, not a blank directory.
