plugin to insert image drop down box in an image

I’m trying to find a plugin that will allow me to insert an image in a post. Then be able to place icons into the image that will open with a drop down image to further describe that area of the image.

In other words, the main image is a completed project. I want to be able to put any symbol on various parts of the image. These symbols will be a drop down which can contain another product image to further describe the product that was used in that particular area.

Is there such a thing out there?
