plugin updates

Hi I’m having trouble updating the plugin and themes on my site. I am receiving this error:

Installing the plugin…

Destination folder already exists. D:/hshome/a01f3/aoifeskitchen.com/wp-content/plugins/ultimate-social-media-icons/

Plugin install failed.

and when I try again to install the plugin the sit goes offline and says it it down for maintenance but comes back online in a few mins.

would this be a wordpress or a hosting issue??
any help would be great
