Plugin updates and installs timeout

Just recently I tried to update a plugin and it just eventually stopped and failed to update. Since it wasn’t something crucial I decided just to let that problem sit for a bit while I tried to sarch for a new plugin for a different purpose.

When I went to the button to add a new plugin and search the search wouldn’t populate any results for me and then told me that there was a problem with ww.wp.xz.cn or the server.

Since the server isn’t mine what would I be looking to do to get this fixed? Is this a normal problem?

I guess that I am a little confused and would appreciate any help. Thanks
