[Plugin: User Role Editor] Edit Widgets Capability

    Role should have the ‘edit_theme_options’ capability to allow its owner work with widgets.
    At the begin of widgets.php we can see

    if ( ! current_user_can('edit_theme_options') )
	wp_die( __( 'Cheatin’ uh?' ));

    But be aware that having such capability user can execute the arbitrary code on your site and get administrator rights easily. You should trust such user.
