Plugin will not deactivate, even when deleted!?!?!?!

Hi,
Very odd – Post Types Order is still generating the “Re-order” screens in admin despite being deleted. There are no caching plugins on my site, either.

I’ve de-activated ALL plugins and still the “Re-order” option is there, and still it works.

What is going on?!
