Is it sure from the WordPress.com Stats Plugin?
I have tested that myself and found that when I enable WordPress.com stats the quantserve script comes back. I have a similar post with no response from anyone.

It is validated, I have found the response from Matt in the following forum thread. However, I will no longer use the WordPress.com stats plugin, there is too much of a speed penalty for the undisclosed future benefits.

I was testing my site with webpagespeed today and this quantcast bit failed and caused site load delays. Would be great if we could chose which parts of Jetpack we turn on.
Jon Lose Weight – You can. Go into the Jetpack screen and deactivate everything you’re not using. Click on the item, and it’ll have a deactivate slider.
