no, it’s not a fork.
WP Display Header offers a very specific set of functionality, does not add its own database tables, uses WordPress’ Media and is well written and maintained. 😉

Except I can’t seem to get this one working on themes that don’t support the header image 🙁
The instructions you have previously linked to wpbeginner are very complex for us non coders.

That is, because it can’t. The plugin relies on that functionality, as it enables the user to choose a specific header image for a specific post (page, etc.).
I agree, you need somewhat of a PHP and /or WordPress code understanding to add that functionality to a theme. Maybe choosing a theme that support custom headers is more suiting?
