    Similarly, I’d like to use the Members plugin ( http://ww.wp.xz.cn/extend/plugins/members/ ) to add a new Capability to allow reading the Publishing Help pages, yet not allow editing to Publishing Help pages.

    Allowing access to the “publish_pages” capability does not seem to allow the role to Read the Help Pages.
