well, not all people feel that WP-Table should be a top level menu entry, and certainly there is no restriction on where a plugin should live.
Imagine if all plugins would suddenly start creating top-level menu entries…
Nevertheless, WP-Table Reloaded is flexible enough to be in a top-level menu. Just go to the “Plugin Options” of WP-Table Reloaded and choose where you want it to be, as there is a drop-down list for exactly this purpose.

Many of my plugins already do have a top-level menu: Calendar, Download Monitor, FeedWordPress, GD Star Rating, NextGEN gallery, qTranslate, WP-Polls, WordPress SEO. And that’s fine because I really don’t know where else they can go but in a top-level menu.
Even Contact Form 7 has a top-level menu with just 1 single menu entry. That’s a bit ugly, but I don’t think it fits under any core top-level menu.

I’d like to suggest that the top-level option automatically makes submenu items for all the tabs.

yes, and that’s a lot of plugins already, so the top-level becomes very crowded, if you use all of them… Don’t you think? I’d much rather have a clean top-level navigation.
And thanks for the suggestion. I had looked into it a while ago, but for some reason I backed off, because I had some trouble with it. But I will investigate again, maybe for a future release.

I don’t mind all the top-level menus. I only leave open the ones I’m actively using. So they don’t take up space most of the time.

yeah, but when thinking about “new” or unexperienced WordPress users, I believe that they might be overwhelmed by too much stuff. I have experienced that in the past with the many options on the different screens of the plugin, so I assume that it also holds for navigation bars.
But anyhow, with the option in WP-Table Reloaded, everybody can choose whatever they like 🙂
