that could mean that some of the data has a different encoding.
Where you really typing in the content from the keyboard, or maybe copying in (copy&paste) from somewhere, or importing the table?
And, can you try this again with the TablePress plugin from http://ww.wp.xz.cn/extend/plugins/tablepress/ which will be the official and designated successor of WP-Table Reloaded?

Reviewing the logs generated in the “wp_options” table, I find that the “wp_table_reloaded_options” field is updated with the value of the last table created (wp_table_reloaded_data_11).
BUT the “wp_table_reloaded_data_11” field is not created.
I only add number values in the NEW test table to avoid conflicts of different encoding.

I found the problem, the wp_options table was corrupt, for this reason did not add the new record.
Now everything is working properly.
