Plugin(s) for a game map sharing website?

I’ve looked over and over, but can not find a suitable plugin(s) which would help me create a website dedicated to users sharing and downloading maps for a certain game. Basically an upload/download file directory. Can someone help me which plugin or combination of plugins would be of use? I do know some basic php so altering them a bit would not be a big problem.

How the site would work:

– Users upload their map files (zip) and submit information (description, size, etc.) about the maps.
– The map files would be stored on my server.
– Maps would be listed in different categories.
– Users should be able to browse/search the map database by category, name, map size, date, popularity etc.
– Every map would preferably have its own page with description and other custom info (which were submitted by the uploader).
– Admin should be able to manage submitted maps, if possible verify them before they’re published on the website.

I think this should be a fairly simple system, however I don’t seem to find plugins that do the job even remotely. Any ideas?
