The promptness of your reponse is amazing. I do not have an index file in the directory. I did not know I needed one. The installation package for wp did not include such a file in that directory. I do know know what an .htaccess file is. the wp-content/plugins folder permission is currently set to 777. Do I have to change permissions for the files, too? This is so confusing!

dont do that. the permissions of wp-content/plugins ought to be 755
you dont really need the index.php/html file either, or the .htaccess
do this: change the permissions of that directory, and any other directories inside it to 755.
files inside of that directory ought to be chmod 644.
once again,
directories: 755
files: 644
after youve done that, lets see what happens.
And I do not know how to change permissions for Perl and CGI. Do you have any clues for me? Thanks for you help!
There is no Perl and CGI in WordPress.

these are NOT perl files. they are php.
Use your ftp client, and change the permissions as I suggested.
Thank you again. I have done so. The wp-content/plugins and the plugins/akismet (which I still don’t know what it is) are both set for 755 and all four files in the plugins folder are set for 644. But I still have the same error message after refreshing. I also logged out and logged back in.

I’m sorry. Yes, I can see the little blue graphic on your link. I am looking in my FTP program and I can trace the path wp-content/plugins/akismet but there is not a .gif file in there. There is just a file called akismet.php. My WP installation ZIP doesn’t have the .gif, either. Thank you for your willingness to help me, it is greatly appreciated.
