After uninstall there is no code from the plugin to be able to do any redirect.
This sounds like caching issue, either in your browser or server.
First try logging in via a private browser tab.Version 6.5.2
On install it redirects from plugins to your settings page.
I assumed once I saved it would stop doing this but it never did, so I uninstalled and then had to clear local storage
ok seems you may have an issue with your set up / local storage. As once redirected it sets user meta so that it doesn’t do that any more, but if it dies it seems that user meta was not being stored.
if after uninstall it was still doing that that would be most strange as the code doesn’t get loaded by WP so that seems your local storage thinks the plugin is still active.
im pointing this out as the plugin only uses standard WP functions and no ‘tricks’ like some may e.g. updating .htaccess, and so if you are experiencing issues with these functions then other parts of your WP will or may be impacted.
can you tell me who your host is and if you are using any optimization plugins, especially cache or object cache.
Please can you confirm or not, that you are using Redis Object Cache?

Is it still redirecting ‘after install’ ( technically not possible from our code but could be related to one of the other plugins like teh redirection plugin or optimze plugin )
If so the hnxt steps I would suggest is trying https://ww.wp.xz.cn/plugins/health-check/ top go through a process of plugin / theme elemination – the good things about this plugin is it doesn’t impact your front end users.
Just FYI the current version has had all redirects removed, I assume that your problem is fixed, if not you need to investigate a different reason.
