Polylang + Popup Maker

I believe Popup Maker will work when using Polyang on a site. You could add a targeting condition on the popup and select the page/post ID on where you want to display the popup.

You could also try the WPML plugin and use the Advanced Targeting Conditions extension plugin to target the query string base on the language.
