Popout doesn't load CSS

    Hi,
    I tried this with both 3.9.2 and 4.0.

    The popout windows open, but it appears not to be able to load the css.
    I am not very good with the inspector, but I think it was trying to open a wrong address (something like addressofthecss/addressofthecss.css so with a duplicated part).
