There’s no built-in setting to enable forms only on Desktop and disable them on mobile/smartphones. It would be great if you could add it as a suggestion/enhancement request on our feedback/ideas board here: https://feedback.mailpoet.com
For now, the best option might be to try to target the form on mobile only and not display it via CSS.
