This would be a CSS issue in most cases. The “dark background” is a standard popup background overlay and the popup should be “on top of it” but sometimes there’s some kind of CSS on site (from theme or from other plugin or some custom one) that is interfering.
It would be site specific, especially that other modules (like, e.g. embeds) work just fine and in order to fix it, we’d need to be able to see and check it live.
I understand why you removed it but perhaps you could enable it again and just set it to be showing up on some additional test page on site only?
This way it wouldn’t affect visitors and you could share a link to that test page with us where we could check it. Once it’s solved you could then remove the test page and change popup settings to show it where its needed.

I could notice the popup is working fine on the mentioned page. However, if I try to access the /blog page as shared in your video then it gets redirected to a different page now.
I suppose that’s the new page where you are looking to make the popup work.
Do you recall whether the issue noticed before was only present when accessing the page logged out? Or it was the same when logged too? Checking whether you ruled out the issue noticed isn’t due to cache.
Since the issue couldn’t be replicated on the mentioned page, so what we could exactly say on what caused the issue as shared in the video is a bit limited.
Do you have a staging site? Possible to set up a staging site where you could run additional checks? If yes, please check in the staging site whether you could replicate the same issue or not.
If the issue is the same in the staging site then please check whether you get the same issue if all the plugins except Hustle are temporarily deactivated.
Also please check how it behaves with a default WP theme. If it works fine when the plugins are deactivated temporarily then you’ll have to activate the plugins one by one and see on activating which exact plugin the issue occurs.
The above should help in ruling out conflicts. Please do let us know how that goes.

we are going to be switching themes soon, perhaps we’ll give it a try again once we switch? I really think divi has something to do with it, we’ve had several issues because of divi

I was able to replicate this issue on your page mentioned above. I comapred source of site before and after refresh page. As mentioned on your video there was some sort of modal, which I could not see in my tests, but I was able to notice of 1st load that page gets cut, no scroll sidebar in browser and based on page source most of Hustle and some other scripts are not loaded. Apart from theme issue, this could be a plugin conflict. As soon cookies are clear on my side, issue comes back again.
As suggested by Adam above, it will be good to use staging site and run full plugin conflict test. There is a high possibility that issue will exist with new theme as well, if that is caused by another plugin.
