We think the Advanced Targeting Conditions (ATC) – Is Logged In and Has Role can help you show the popup only for admins.

Yes, you are correct. The Advanced Targeting Conditions (ATC) extension have these features to show the popup for wp-admin login page.
The core free plugin does not have a feature to target a logged-in WordPress user and with a WordPress user role administrator. But it can show the popups on the frontend page for all users, including visitors.
