I understand that in “Behavior” section of popup configuration you currently have “Scroll” popup trigger enabled but is it the only one or are there other enabled as well – if so, what are they and how are they set?
Also, are there currently any visibility conditions set for the popup in question? You’d fine them in the “Visibility” section of popup configuration.
Let me know about those, please.
If there’s no visibility conditions set and only scroll is set as trigger then could you export the popup from the site and share it with us so we could check it?
To share it it’s best to upload export file to e.g. Google Drive or Dropbox or similar service and just post direct link to it here.

I hope you are doing well.
The settings seem just fine, I imported the PopUp to my website which uses the default WordPress Theme and no other plugin and it worked:

I do see some a JavaScript error on your website that may prevent the PopUp to work:

It is related to Vimeo script loading under HTTP and the browser blocks this unsafe request which will return an error on the Vimeo script.
Could you please check your Theme settings and disable the Vimeo option if possible and check if the issue is gone?
Another alternative to confirm if this is the cause of the problem is switching to a default WordPress theme and check if the problem is gone.
You can use a plugin like https://ww.wp.xz.cn/plugins/wp-staging/ to create a copy of the site without affecting the live site.
