    Hi..

    Please go to Admin Dashboard >> Appearance >> Theme Options >> Theme General Settings.

    Now copy below code and paste into Custom CSS Editor.

    .enigma_home_portfolio_caption {
    border-bottom: 4px solid #82b0c1 !important;
}
 .enigma_home_portfolio_caption:hover{
    background: #82b0c1 !important;
}
  .img-wrapper:hover .enigma_home_portfolio_caption{
 background: #82b0c1 !important;
}

    Save the changes.
