in the widget admin, type 0 in the field “The cache will be used for (in seconds)” and press the Save button. Go to your live site and refresh the page a few times to make sure that the posts are taken randomly.

OK, there is something that is causing this issue. It could be a plugin or the current theme.
Steps to target the issue:
– deactivate all the plugins, excluding Posts in Sidebar
– in the site, check if the widget works as expected
– if it works fine, activate one plugin at a time, checking after every activation if the plugin is still working fine.
If in this step you can’t find anything, try to activate the default WordPress theme and test the result.

I went to:
~Posts Retrieving
~Order posts by: dropdown menu and selected RANDOM.
It was on none.
