What do you mean by ‘received’?
Everyone, logged in or not, should be able to see the posts on your site.
By ‘receive’, I mean that an email message is delivered to the subscriber indicating that there is a new post on the blog, with a link to the message on the blog.
Here is the one that worked – once – to me as the administrator:
Bob Smith,
A new post, September 2012, by Bob Smith (bob@sm…), has been published.
Approved by: Bob Smith (bob@sm…)
(Email Alerts plugin)
It’s my understanding that all subscribers would receive this message. The subject of the posting – in this case, “September 2012” – is a link to the blog.
Note – I’m using the “twenty ten” theme.
Are you using this plugin?

From the plugin page,
It is NOT designed to notify non-admin subscribers of new comments or posts.
Try finding another plugin.
As a matter of fact, “email alerts” is on my list of plug-ins, although it and all others are disabled.
I deleted it, created a new post, and still no messages in the in-boxes I’m testing. Is there a time delay to 1) the deletion of the plug-in becoming effective, and 2) to the actual posting? i.e., should I be patient, or can I expect an instant result once the configuration is fixed?
I don’t think email alerts is a WordPress core feature. So in a default configuration, you aren’t going to get any emails.
So email alerts is gone. Still nothing.
For good measure, I deleted the other 4 plug-ins. And again, nothing is being delivered.
How long does it take for a message to post? Perhaps my expectation for instant (say, < 1 minute) is not realistic?
Are you saying the posts aren’t appearing on your website? That should be instant.
If you’re still asking about emails, that functionality is provided by plugins. And since you’ve disabled all plugins, you won’t get any emails.
Aha – this sounds like the issue. What plug-in do I need to have a message sent to all my users?
As I said at the top of this thread, I’m a novice. I thought blogs, by default, send messages to email addresses. If this isn’t automatic, I clearly need to fix something.
Go search the plugin repository. You’ve already shown that you know how to do that.
