Is the Posts page your homepage?
WordPress was originally developed to display the latest posts on your homepage and this can be overridden in lieu of a more appropriate homepage.
If you want to display posts on a separate page, try using the steps at the link I found: http://www.wpbeginner.com/wp-tutorials/how-to-create-a-separate-page-for-blog-posts-in-wordpress/
If you need it done ASAP and it’s absolutely crucial, you can find a WordPress expert to do it for you for a fee. Since you’re working localhost, I would (1) walk you through packaging up and sending your site (2) fix it for you (3) walk you through installing the right stuff back on localhost.
Pick which path is best for your particular scenario.

It seems odd that I’d have to pay someone to add back the basic functionality is part of WordPress. The Posts page is not the home page, this theme has a special slider-style page as the homepage (which is what appealed to me).
When I change to another theme such as TwentySixteen the posts are displayed correctly.
Ok, the theme has an official support forum at http://www.acmethemes.com/supports/forum/corporate-plus/ which you might get a quicker response from the developer at.

Thank you for using our theme Corporate Plus.
Corporate Plus doesn’t have pay wall restriction in any WordPress feature.
Slider-style home page can be enable/disable.
When you choose Your latest posts on front page display the front page will be looks like this http://www.demo.acmethemes.com/corporate-plus/blog/, same goes on blog posts page.
The issue may be arise due to the jQuery problem, please check console if there is any jQuery error. Also deactivate all plugins and check once.
