pre-load cache

Hi Is there pre-load cache option?
it is look like cache is being created when some one open a page.
so if i want for some reason delete cache, or have an option ‘Clear all cache files when a post or page is published’, then new user will experience slow site?
am i correct? or i missing some thing?

p.s. I tried all major cache plugins. wp-fastest cache is really the fastest one
