Precedence in 2 plugins password complexities

Is Login Security Solution compatible with WP Password Policy Manager and which settings take precedence? If in WP Password Policy Manager, I say the password length policy is 10 characters and in Login Security Solution, there is a different number, which one is honored? This goes for additional settings as well. In WP Password Policy Manager, you specifically tell it what the password complexity is (mixed case, special characters, etc..) and in Login Security Solution it just has “Complexity Exemption”, What is the complexity required?
