    preload is set to refresh every 600 minutes, what happens if I don’t ever refresh it?
    is there a down side of that?

    No, it just won’t preload but the pages of your site will be cached by visitors and if you remove the bots from the “Rejected User Agents” setting on the Advanced Settings page then Googlebot and other search engines will create cache files too.
