Did you set “Require Admin Approval” or “Require Email Confirmation” to “Yes” (they’re in the “Premium” area of the settings)? With “Require Admin Approval” set to “No”, which it is by default, reviews do not need to be approved/moderated.

The approval options are only available in premium version. On the free version, all reviews will be approved, and you would have to go through them individually on the dashboard to delete undesirable reviews, such as spam.
