Prevent Attachment Duplication

Based on the documentation it seems that attachments should not be duplicated on child blogs, without installing one of the attachment add ons. While I do have both the control and efficiency packs, I don’t have any of the attachment add ons activated. How can I prevent duplication of attachments on the child blogs and just have them link back to the original attachment on the parent blog?

Due to the way WordPress works, having “duplicate” attachments, meaning a copy of the attachment on each child blog, is inevitable.
The best way to avoid this is to not use WordPress attachments, but instead refer to the images statically. Don’t use galleries, but
tags that you cook up yourself.
