Preview Links: WordPress Account Required?

In a Nutshell:
How do preview links work with the Revisions Plugin? Does a user need to have a WordPress account and login in order to view a preview/draft of a revised page?

I have a client who needs a simple way to send a preview link of a draft revised page to stakeholders with very little tech savvy and no WordPress experience. They are also a small team and do not publish content enough to have a fully built out content workflow or to train the stakeholders on WordPress.
Currently they have been using the staging environment for content reviews and approval. After making the page revisions they publish the page on staging and then send the staging link to their stakeholders for final feedback/approval. This has lead to several versioning issues when our developers push changes to staging not knowing content changes have been made, and then overwrite changes the client is trying to get approved by stakeholders.
We are looking for a solution to keep all content changes, reviews, and approvals on the production environment (supports developers) AND allows the client to send out a preview link of the revised page that does not require the stakeholder to have WordPress account or login to anything.
Is this possible with the Revisions Plugin? I wasn’t sure from information I could find in the documentation. My assumption is that the stakeholders will still need to login to WordPress, but hoping I’m wrong.
