Pricing not changing based upon zone

We have installed and configured the plugin to use 2 zones.
EU – includes all EU countries, except Spain.
Spain – only includes Spain.On the product, we use the standard price for the EU zone and for the Spain zone, we have the product set at a higher price.
I am using Tunnelbear to check and I clear the cache and cookies before connecting.
Any help you can provide is greatly appreciated.Geolocation debug info is below.
