Private Posts do not generate ‘Post Notification’ email

Running version 4.1 on a site I’m playing around with before doing a proper load out.

Plugin works great for public posts but the site is intended to have a members login where the majority of posts will be made private. However, whenever publishing a post as Private, no task is generated to send a post notification email.

Is this by design? Can private posts trigger an email without having to have the post set as public at point of publishing, before converting to private?
