Problem after install

I am having a problem using WordPress after the installation. I set up the database, edit wp-config.php file and upload everything to server. I go to url.com/wp-admin/install.php, fill in name and email when asked. Once I get the random password I go to login and immediately get a Server Error 403 Forbidden: Access Denied Screen.

I figured it was something on the server end but I have been back and forth with the web host several times now and they claim it isn’t their problem. They suggested that perhaps I am missing necessary files needed for it to run properly but I have dumped the unzipped wordpress download onto my server and am certain that everything that is suppose to be there is.

Perhaps it is me making a mistake I don’t know but I have double and triple checked myself every step of the way several times and still get the same outcome.

If someone else has had this problem I would appreciate any input.
