IX-D3 is for backend ( admin ) uploads,
IX-D4 for frontend uploads.
If you change the description, and the box ( IX-D3 or 4 is ON ) the new description will be used.
re-enter the settings page ( do not refresh, but use the wp menu item ) to verify the content being what you want.

Now, I also tried out the new site and new installation, no modification is applied 🙁
Do you have a caching plugin active? If so, de-activate it for now.
Changing edit fields in the settings page requires that you click somewhere outside the edit window when done to invoke the update. Always wait for the green checkmark.

okay the problem is that you have to do when changing settings, you must disable the cache plugin
thank you!
What is the name of your caching plugin? I might be able to flush the cash automaticly when needed if i can find a function inside that plugin to do so.
