Hi @andrbarbieri you can use Highlight which is found under more rich text options as shown in the image below:
This setting allows you to change the text and background color of the selected text in the paragraph block.
However, it looks like you have custom options in your editor so you are not only using the default Gutenberg plugin kindly check with the developer of this plugin for more information.
Out of curiosity, is it intended behavior that if I go to Highlight to pick a different color, a given theme might only give me limited options, instead of being able to choose any color I want?

The highlight option only displays “theme” colors. You can create new “theme” colors by hading to Appearance > Editor > Styles > Palette, as seen in the screenshot below:
Once you have registered new theme colors, they will be available under the Highlight option, as seen here:
Ah, indeed. Thanks. Weirdly I only get theme colors there if I don’t have any custom colors added in theme styles. If I add any colors, the theme colors stop appearing there.
