Since the global IP list is stored in our servers, it needs to be synced with HUB, if your site is having issues syncing with HUB, that error will appear.
I ran some tests in my lab site but couldn’t replicate this issue.
We may need to check the site logs in our end, Could you please provide us a list of the site that having this issue, so we can test this further on our end?

Please note that, without syncing, the Global IP list won’t be updated, and the Global AntiBot Global Firewall feature may not work as expected.
