This issue could be caused by 2 things:
1) plugin conflict. To verify this, you may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for WooCommerce and PayPal Payments to see if the behaviour persists. 2) Account issue. It might be that your account does not allow these alternative payment methods; although I have not seen this limitation before. You might want to reach out to PayPal Merchant Technical Support and ask if there might be any restriction in place for your account.
One last thing I would also check, is to verify the functioning of your webhooks. This can be done with the 2 button (Simulate & Resubscribe) that can be found in the bottom of the setting tab “Connection”.
