problem with menu bar for post

    Hello people.. today i unstall my wordpress and i have strange problem..
    i can`t see menu bar for editing my post

    i must have menu here with options but i can`t see something like that where is the problem.. i reinstall 2 times wordpress but everytime the same.. in past i never have problem like this one.
