Problem with Posting Ui

Hello People,

I got a very serious problem, but take a look for yourself:

I am from germany and I first installed the german version, but then I couldnt post anything because the bar with bold, link etc. was missing ( Screen shows Safari & IE7, also tried with Firefox )
So I searched here and there and found out that it should be a problem with the german translation/version.
Then I thought “well, then lets delete the german version (and data from the Db) and reinstall an english one.

Well, as you can see, nothing changed and I dont get the point what I am doing wrong. Either I cant find the right term for that “bar” to search on the forums, so maybe there’s a topic out here but I couldnt find it 😉
