@bobb111 – There could be a plugin (or the theme) that may be interfering with this popup to modify thumbnails, have you checked for conflicts like this?
I would check all of your active plugins but especially anything that touches the Dashboard specifically.

PS: If your images are very large it may take some time for the preview to appear in the popup as well although you would be able to rotate the image all the same.
I tried but unsuccesfull. In popup appear this: http://www.imgup.cz/image/XFC
I dont know why. I was waiting but nothing. I disable plugins, but also nothing.
@bobb111 – Did you also temporarily switch to a default WordPress Twenty series theme when the plugins were deactivated and your caches cleared?

Yes. I tried also. But nothing. There is still same bug as I show in image. 🙁
