    Greetings from WebToffee support.

    It is possible that the customer must have changed the shipping address from the PayPal payment page and somehow bypassed the shipping calculated by WooCommerce.

    To prevent similar issues in future, you may disable the Skip review page or enable the Address override option

    Disabling the Skip review page option will enable the Review page on your store. Then, the shipping charge provided on the PayPal page will be compared with the one on your WooCommerce store. If it doesn’t match, the order will not be created.

    The address override functionality prevents users from changing the shipping address they provided at the checkout page from PayPal’s payment page. That way if a user enters a shipping address on the checkout page, PayPal won’t give the option to enter the shipping address during payment. The users can still provide their preferred address on your store’s checkout page. Hope it is clear.
