It sounds like perhaps your PayPal settings are not correct. Are you using the WooCommerce PayPal Checkout plugin? If so, please review these instructions to ensure you’re entering all of the correct information from your PayPal account.
If all of your settings appear to be correct, please enable logging in the PayPal plugin and check your log files after running a test transaction. You can access your log files via WooCommerce > Status > Logs. If you have multiple logs, look for any that start with PayPal. The logs may give you some clues about what is happening and/or if a transaction is failing and why.

We don’t use the WooCommerce PayPal Checkout plugin.
I don’t see errors in the log files.
I got in touch with PayPal and explained me that the notify URL redirect to error 404 and that is why is not change to Completed. Please, can this URL be changed? Where?

So, you’ll need to update your PayPal IPN URL. We have instructions on that here: https://docs.woocommerce.com/document/paypal-standard/#section-5
Essentially, though, you’re going to need to put this url into your PayPal account, so it knows where to return the payment confirmation info:
http://replace-with-your-domain.com/?wc-api=WC_Gateway_Paypal
The docs link I included above shows you where that goes in your PayPal account.

This url appears in the WooCommerce order register
Notify URL: http://replace-with-your-domain.com/wc-api/WC_Gateway_Paypal/
Is this the problem?

I’m not sure what you mean – where does the URL appear? Does it actually say “replace-with-your-domain.com” in the first portion of the URL?
Perhaps you could send a screenshot of where you’re seeing that? You can send a screenshot using https://snag.gy. They provide instructions for how to create a screenshot and provide a place to upload it so you can send it to us. Alternatively, you can upload a screenshot to your media folder on your site or something like Dropbox.com and share that URL. Thanks!
