Loco Translate saves files where you choose. They are saying you chose the “author” location and you need to move the file to the “system” location.
Both these locations should work if their plugin follows WordPress standards, but if this is what they are telling you then …
Have you tried opening the file in Loco Translate and clicking the “Relocate” tab? Or clicking the “move” link when you roll over the file in the overview screen?

I provide a file editor. What you do with it and how the files are used by your site is down to you.

Verify whether the file was saved and whether the location and name are correct. If these things are in place, then it sounds like a problem with elementor-pro
My plugin’s job is to save the file. That’s basically all it does.
I don’t provide help debugging commercial plugins.
They told you “once you move the files to the correct directory, WP will pick up correctly the translation”. So go back to them. Tell them where the file is and what it’s called, and ask them why their advice doesn’t work.
