Regionless locales are fixed in the current development version.

Try installing the Development Version.
This will be published to a stable release soon.
Catalan see the new version but andorra and valencia, no catalan catalonia

I don’t understand the problem you’re now describing. I need more information to be able to help.
Note that the fix won’t alter any previous files saved with the previously wrong regional code. If you don’t want to delete your previous files, then rename them from:
-ca_ES.* => -ca.*

I’m closing this ticket because the original problem of the regional suffix (Spain) has been addressed.
Note also that the latest Development Version uses the official WordPress language list.
If any issues persist, please open a fresh ticket with the required information.
