    1. Go to Settings > Permalinks and click save changes. Does that fix it?

    2. Go to Settings > Reading and set the posts per page option.

    In the front-page.php file in this code:
    ‘base’ => str_replace ($ big, ‘% #%’, esc_url (get_pagenum_link ($ big))

    I added /downloads to ‘%#%’, but this only makes the /downloads comes before or after page number, not before /page

    Looks like your site doesn’t support pretty rewrite rules. That is primarily an issue with the site setup, not the starter theme.

    Do pretty permalinks work elsewhere on your site?

    Note: the starter theme is not really meant to be used as is; it’s designed as a starter point for theme developers.
