Problems with admin log-in and posting

Several weeks ago I spent the day figuring out how to install WordPress on to my site (GoDaddy hosting server), customize it and then import my data/posts from my old blog on blogger.com. Unfortunately, I can’t find my notes and haven’t revisited the blog since then. Now I’m stuck and can’t figure out how to begin. When I log in to my account via WP.com (If I remember correctly, this is the correctly place to log in and manage your site.), I see my dashboard and my posts … but when I “view site” it’s the old default design.

When I tried a test post, it appears on the site above, but not on my newly designed blog page (I also cleared the cache):

I just tried to download the most recent version of WordPress so maybe I missed a step to the install? I deleted the old wp-admin and wp-includes folders and copied the new in my local site in Dreamweaver and uploaded them.

If you think you know what I’m missing, please advise! I promise to write down my steps this time so in a week I’m not fumbling around when I want to make a new post.
