Problems with "Theme options"

Hi
When I enter to “Theme options” section, I just can see the “Basic Settings” menu, the other menus like “Layout settings”, “Homepage…” are not allowed for me, I click them but the page not change.
I tried to reinstall the template but problem persist.

What can i do?
