Problems with twitter feeds

    I’m having trouble with the Twitter feeds. When I first setup my blog
    it was working at first and then as i added more upgrades and plug-ins, the feed posts this message twice:

    Warning: file_get_contents() [function.file-get-contents]: URL file-access is disabled in the server configuration in /homepages/39/d287885191/htdocs/Xbox360 blog/wordpress/wp-content/themes/snowblind/sidebar3.php on line 39

    I don’t know what to do about this, I tried to change the user name and check to see if everything is correct but it still shows the same thing. I even took out all of the information and left it empty…still no luck
    Please help with this matter.
