You can use a plugin such as Request a Quote for WooCommerc (https://woocommerce.com/products/request-a-quote-plugin-for-woocommerce/ to request that the user contacts you prior to “purchase”

There is also the option to use WooCommerce Bookings https://woocommerce.com/products/woocommerce-bookings/ to restrict the open slots available and then set the booking to require confirmation by the admin before it is booked and paid for.
